Spanning 18 months, this program covers activities from January 1, 2026, through July 4, 2027. The bank announced the Critical Infrastructure Finance Initiative on August 12, emphasizing its focus on digital systems, energy and power sectors, and fundamental infrastructure. This initiative also commemorates the 250th anniversary of the United States.

The $250 billion goal encompasses various types of financial activities, extending beyond straightforward loans or investments. Bank of America intends to include eligible primary-market lending, investments, capital markets transactions, and advisory services within the total. Additionally, the program offers banking and supply-chain solutions for qualifying projects, supporting initiatives at both corporate and asset levels. The bank plans to collaborate across public and private markets as companies seek capital to develop large-scale infrastructure projects.
Digital infrastructure is identified as one of the initiative’s three core categories. Eligible projects include data centers, computing hardware, chips, equipment, telecommunications networks, and semiconductor infrastructure. Energy-related projects can include traditional and renewable power generation, energy storage, and distribution systems. Core infrastructure covers transportation, electric and energy transmission, grid optimization, water systems, critical minerals, and mining. The bank stated that these categories reflect the rising demand for computing capacity, energy, manufacturing, transportation, and diversified supply chains across the nation.
Funding extends across digital, energy, and core infrastructure sectors
According to Bank of America, the program aims to mobilize capital through its global markets platform, advisory services, and balance sheet. Leadership will be provided by its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams. All eight of the bank’s business units will participate to support the effort. Jim DeMare, co-president of Bank of America, connected the initiative to infrastructure that underpins the economy, energy security, and technological progress. The bank anticipates that eligible transactions will help reach the $250 billion goal within the designated period.
Employment and community development are also integral to the program’s objectives. Bank of America highlighted that infrastructure financing can generate jobs in construction, manufacturing, technology, and ongoing operations. Projects such as data centers, power plants, transportation networks, and grid upgrades require workers during both construction and long-term operation. The bank further promotes workforce training through collaborations with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to over 730 workforce development partners across the U.S. markets.

Partners involved in workforce initiatives estimated that their programs connected more than 90,000 individuals with employment opportunities in 2025. They also reported providing over 290,000 people with access to training, education, and career-readiness programs. These figures are reported separately from the infrastructure financing target. Karen Fang, the bank’s global head of infrastructure and sustainable finance, explained that large infrastructure projects require financing across interconnected sectors. She also serves as co-head of Global Capital Solutions.
Progress will be tracked based on eligible activities completed during the 18-month period, following the methodology used for its existing $1.5 trillion, 10-year sustainable finance goal. The initiative specifically targets infrastructure development and modernization in the United States. Its conclusion date of July 4, 2027, extends beyond the country’s 250th anniversary by one year. Bank of America stated that this financing effort aims to support infrastructure growth, economic development, job creation, and community progress nationwide.
